Nineteen hundred and forty-eight. No Internet, no satellite TV, governments still communicating by telegram, radar absolutely primitive by modern standards, and the response then was quicker than the response to Katrina.
Judging from FEMA's and DHS's lack of response, and speaking as an Army brat and with close relatives working for the federal government, the US as a whole is thoroughly and utterly screwed.
